Guess Where's the No 3 Offshore Outsourcing Destination: USA!
Here's a man bites dog story: the United States is the third most popular destination for offshore outsourcing among British CIOs.
British CIOs only sent more outsourced work to India and China, according to a just-released annual survey of 650 business-technology leaders conducted by the recruitment firm Harvey Nash.
Rounding out the top 10 were Malaysia, Brazil, Philippines, Vietnam, Poland, Romania and South Africa. (Click here to see CIO Insight's assessment of a dozen nations that offer IT outsourcing.)
The Harvey Nash survey asked respondents to assess outsourcing skills, including those from firms based in Britain. The U.K. took top honors in all but three areas (India ranked No. 1 in software development, software testing and software support).
Though American firms failed to be the top choice in any category, it ranked No. 2 in eight areas (program management, business analysis, software development, systems architecture, systems testing, security skills, IT strategy and data centers) and third in two more categories (software testing and software support). In fact, the only category the U.S. didn't rank in the top three was systems support.
The survey's authors figured that British CIOs preferred to keep services linked to systems, security and strategy close to home or in the states, perhaps because there are more sophisticated legal and commercial institutions to rely on in Britain and the U.S. as compared with India or Eastern Europe.

Though there may not be an even balance, should be of interest to those who would want to eliminate all offshoring to save American jobs.

India better than the U.S.? Ha! At least not in software.
I've worked with a company here in the U.S. that outsourced to India, U.K., Australia and Mexico. Mexico was great for test. India is a disaster. My friends at other major corporations (one German and two in the U.S.) all have had horrible experiences with India.
The problem really isn't India, per se, but the nature of outsourcing. Never mass outsource software development to save money. Outsource to small, highly experienced groups that will grow organically.

It is about time to measure up U.S. IT abilities and capabilities, and it is refreshing to see that we are not that far down the totem pole and that in the long run the future is for U.S. to regain its leadership in the IT arena.
Our new computer graduates might not match in pure numbers when compared with other countries targeting this industry, but each of our grads is far more advanced than others around the world, even if it is only for the native English language used in programming, documentation and reporting.
