To determine CIOs' priorities, SIM—a membership group of IT-business leaders—surveys leading business-technology executives annually. Last year, attracting, developing and retaining IT pros topped its list of IT priorities, edging out the perennial prime concern, IT-business alignment, which was No. 2 in 2007.
