The major challenge in communicating with the business stems from the lack of trust between IT and the business. CIOs have a tendency to see middle-to-long term, whereas users want to see the immediate value (ROI included) of their requests. By delivering what is expected, CIOs can not only promote IT's value but build trust with their business counterparts. If IT is trusted, it won't be difficult for the CIO to transform the business vision of IT from a pure "Force of Delivery" into a "Force of Proposal." IT can only be heard when sound, reliable and trusted.
